JOB DESCRIPTION – COMMUNITY LIVELIHOODS & EMPOWERMENT MANAGER

                                              

Location: Butanuka Community Center in Mpanda or Bujumbura

Duration: 2 years (including 6 months’ trial period).

 

About Dreaming for Change and Position overview

Dreaming for Change (D4C) is a family-centered community organization advancing education, health, agriculture, and women’s empowerment in rural Burundi. Our education programs include Butanuka Community Academy, the home-based ECD shelters, Girls rising for change, and the community library & American shelf. We also support teacher development through local and international partnerships, alongside youth learning and community education initiatives.

The Community Livelihoods & Empowerment Manager will oversee D4C’s community programs, ensuring that women, youth, and families gain the skills, resources, and confidence needed to improve their livelihoods and wellbeing. The Manager will supervise field teams, support VSLA strengthening, coordinate vocational and entrepreneurship initiatives, engage communities in GBV prevention, and promote sustainable agriculture and social behavior change. The role requires strong community leadership, excellent coordination skills, and a deep commitment to empowering vulnerable families.

Key Responsibilities

  •  Coordinate implementation of all livelihoods and empowerment programs, including VSLA, women’s economic empowerment, entrepreneurship, vocational training, agriculture, youth activities, and GBV prevention;
  • Supervise field staff and volunteers (VSLA Officer, Agronomist, vocational trainers, youth facilitators, GBV champions) through regular meetings, coaching, and field follow-ups;
  • Lead GBV prevention activities using the Abatangamuco model, support community role models, organize awareness sessions, and strengthen community protection mechanisms;
  • Strengthen VSLA groups, support income-generating initiatives, oversee vocational training (sewing, soap making, baking, etc.), and promote financial literacy; 
  • Collaborate with the Agronomists to implement agriculture and food security activities, including farmer trainings, kitchen gardens, and demonstration plots;
  • Support youth programs such as drumming, cultural activities, life skills, and safe spaces for dialogue;
  • Work with the MEL Officer to track indicators, collect data, compile reports, and document success stories;
  • Coordinate with the Operations Manager for logistics and with the Donor Relations Manager for stories, updates, and proposal inputs.

Education / Qualifications:

  • Bachelor’s degree in Community Development, Social Sciences, Gender Studies, Agriculture, Economics, or a related field;
  • Minimum 3 years of experience in livelihoods, community development, GBV prevention, or social empowerment programs;
  • Experience supervising field staff or coordinating community groups;
  • Strong understanding of gender issues, protection, and rural community dynamics;
  • Proficiency in English, French and Kirundi (Reports are done in English);
  • Ability to work in rural settings and conduct regular field visits.
